When we ar in the Modifying a user's name and identity for Frodo's. Do want the new "users" Group to be fordos main group or and additional group?
Or does that go with out saying when your use "GID"?

Yes, the GID is the primary group and it is stored in /etc/passwd.

Frodo is a member of the hobbits group and users group. You can use the command
usermod -G users frodo
usermod -G users frodo
